Challenge these folks to provide case studies and metrics. One thing that you can always ask is if the vendor/publisher would consider doing a test campaign. This way, you don't have to shell out a lot of cash and make it a full-blown project. The worst that can happen is they will say no. This has helped me avoid costly mistakes.
