90octane has promoted Caitlin Diehl and Gloria Dutton to project manager, Kyle Feldhus to software engineer, and Paul Vangura to iteration manager.

The Ad Council has partnered with Image Space Media to address social issues through the use of in-image ads. The ad overlays will appear across ISM's expansive publisher network.

Stephanie Yang has joined AKQA as PR and marketing director, where she will manage internal and external communications for the creative agency. Yang previously worked at MySpace, where she specialized in advertising trade press and analyst relations.

Constant Contact announced its acquisition of NutshellMail. Through its new resource, Constant Contact will now provide a tool for small organizations to monitor and engage with social networks right from their email inbox.

Digital Zen Productions has hired Heidi Bayer as vice president, client relations. She will oversee account management, business development, and the firm's digital content team.

DMi Partners announced that it has added Dennis Dailey and Brandon Kittendorf to its business development team. Dailey will help build DMi's hosted lead division, while Kittendorf will spearhead sales for its education division.

Healthline Networks announced that David Kopp will join the company as senior vice president, network and advertising services. Kopp brings more than 18 years of experience ranging from Fortune 500 to startup companies.

Heat has hired Nei Caetano as its associate creative director for digital creative. The newly created position will have him working on all of the agency's accounts. Prior to joining Heat, Caetano was owner and creative director of Brothers By Choice.

The Huffington Post added nine members to its sales team. New to the staff are Terry City, Marcia Greenblatt, Adam Gross, Jim Iacono, Laura Krebill, Mandy MacKay, John Shankman, Julia Steers, and Marc Walker.

Permuto announced that Armin Ebrahimi has joined the company as COO. He had previously served as senior vice president of platform engineering at Yahoo.
 
R/GA has hired Scott MacLeod as director of analytics and accountability. In this newly created position, MacLeod will act as the analytics lead and provide strategic direction for MasterCard and Ameriprise.

RockYou has been awarded the San Francisco Business Times Technology and Innovation Award in the social media category.

Kate Stientjes has joined ScanScout as a senior account executive. She most recently served as a senior account executive at VideoEgg.

TRAFFIQ has named Nick Pahade as its new CEO. He had recently served as president of TrueAction, co-founded Beyond Interactive, and led global digital development for Publicis Groupe Media.

Steven Sobolevsky has joined uSamp as chief technology officer. He served as vice president of technology at RazorGator Interactive before arriving at uSamp.

VideoEgg announced it is working with (RED) to drive awareness around The Lazarus Effect, a documentary airing on HBO this Monday at 9:00 p.m. EST. It will also be available on YouTube at 9:30 PM EST on the same day. The documentary is at the center of a multi-media campaign by (RED) to raise awareness about the impact of large scale AIDS programs in Africa.

Whiskey introduced new game mechanics into its media sites. Called "Quests," these new social gaming features aim to motivate the community to create content and engage with brands. The company has also launched its fifth community site called Screened, a site for film enthusiasts.
